under the geographical domain of El Salvador SV
Last update: December 30, 2003
Definitions
a) Sub-domain:
A name that uniquely identifies an entity, within the Internet name space alocated
to the Republic of El Salvador, ending with the suffix .sv.
b) Sub-domain level:
Hierarchy applied to the sub-domain names. Thus, sv is theTop Level Domain (TLD)
for the Republic of El Salvador. Level one is composed of the following hierarchy
(edu.sv, com.sv, gob.sv, org.sv and red.sv). The assigned sub-domains to which
this document refer are all level two.
c) Applying entity:
Refers to the person, organization, company, bussiness, corporation, institution
or another group which attemps to organize under a common name and publish that
name as an Internet sub-domain name, and therefore applies for the sub-domain
registration.
d) Administrative Contact or Contact person (Persona contacto):
The person who is the contact and administrative representative before SVNet
for the entity that is applying for the sub-domain name registration. He (she)
must be an active member or appointed delegate from the Applying Entity and
different from the Technical contact, and reside permanentely
in El Salvador. His (her) duties before SVNet are of administrative,
decisional and representative nature.
e) Technical contact (Contacto técnico):
The person who is the technical contact before SVNet for the entity that is

person. His (her) duties before SVNet are strictly of technical nature.
f) Financial

nature, that is, he (she) is the reference for payment or renewal of the registration.
Policies
1. The sub-domain names that may be registered are exclusively the
ones corresponding to the level two of the geographic Top Level Domain of El
Salvador SV.
2. The identification structure of the level one sub-domain names,
under which the applying entity may request the registration of the sub-domain
names is the following:
| Sub-domain |
Definition |
Status |
| .edu.sv |
Education and/or research institutions |
Available |
| .gob.sv |
National gubernamental institutions |
Available |
| .com.sv |
Comercial entities and other not included in the rest |
Available |
| .org.sv |
Non-profit Organizations |
Available |
| .red.sv |
National network administration |
Reserved |
3. The policies and rules established by SVNet in this and
other related documents, will be applied equally and in the same manner to all
applying entities.
4. In order to request the registration of a sub-domain name, the
appropiate form must be completed, typed, in paper, and submitted, physically,
to the Secretariat of SVNet, the CONACYT (Consejo Nacional de
Ciencia y Tecnología) located in
Colonia
Médica, Pasaje Dr. Guillermo Rodríguez Pacas # 51, San Salvador,
El Salvador.
Depending on what is requested, one of the available forms must be completed:
Form A-1: IP Addresses (Solicitud de Direcciones IP)
Form B-1: Sub-domain name (Solicitud de Sub-dominio)
Form B-2: Active Sub-domain name payment (Solicitud de pago de Sub-dominio activo)
(starting Jan 2004)
All forms may be obtained, via Internet, from, www.svnet.org.sv.
5. The language in which the forms are prepared is Spanish, although
all communications related to it and the rest of the process for registering
a sub-domain name may be done in Spanish or English.
6. Besides the request for IP addresses and/or sub-domain names, which
has to be presented in paper and signed by the Contact person, the rest of the
communications may be done via fax and/or electronic mail.
7. The requests for IP addresses and/or sub-domain names will be processed
in chronological order, on a "first-come, first-served" basis, following the
internal procedures established by SVNet for that purpose. Normally,
the requests for sub-domain names will be resolved in less time than those that
also require IP addresses. In the later case, the Technical comitee of SVNet
may require more information to the applying entity.
8. It is possible to request a sub-domain name without maintaining
a dedicated and permanent conection to Internet. However, to make the registration
effective, it is necessary that a Primary Domain Name Server (DNS), and optionally,
at least one Secondary Name Server, had been configured to resolve the addresses
for the requested sub-domain. It is not mandatory that this Name Server be within
the country.
9. The applying entity may contract, maintain or change any provider,
either national or international, that serves Internet connectivity, to his
own convenience, maintaining the IP addresses and/or the sub-domain name. SVNet
is not identified with any Internet conncetivity service provider, either national
or international. Therefore, any arrangements between the applying entities
and their provider is the exclusive responsibility of these parties. Furthermore,
SVNet is not a connectivity, access or Web hosting provider.
10. With respect to the sub-domain names:
a) Valid characters are letters, numbers, hyphen and underscore. Names
must not start or end with hyphen. Only lower case must be used.
b) The name of the sub-domain must not refer to official aspects or
topics of the country without due authorization.
c) Sub-domain names that may be confused with some type of official
and formal representation of the country will not be allowed.
d) Unnecesary redundancy in the sub-domain names, such as the inclusion
of the particles "sal", "es", "sv", as part of the name, must be avoided. The
suffix SV, at the end of the complete name, is distinctive enough of the geographical
nature of the name, and of its relationship to the name of the country El Salvador.
e) It is recommended to use names that start with a letter and maintain
a strong similarity with the name, abbrevaition or initials of the applying
entity.
f) Names considered offensive or against the principles of Internet
will be subject to questioning and discussion with the applying enitity.
g) The names that represent a concept within Internet and/or that may confuse or mislead users, such as "Internet", "InterNIC", "IANA", etc., will not be admitted.
11. Succesful registration of a sub-domain name does not mean to register
a brand or mark. It is a requisite for the applying entity to ensure that it
is not violating any trade mark in the country. If this violation is evident,
SVNet reserves the right to discuss and investigate the request, before
resolving it. In the case of a dispute between applying entities about the rights
of a particular name, SVNet does not hold any liability by registering
it, and will only provide information to both parties, so that they may reach
an agreement. Such agreement must be notified, through a written note, to SVNet.
12. The registration of several names by the same applying entity
is possible, as long as it does not reflect any incentive for monopolistic practices,
potential especulations for future negotiations with the assigned names or unfair
bussiness practices.
13. The applying entity is the responsible for the use of the assigned
sub-domain name and of the names and sub-domains created under this, as well
as for the correct name resolution of any name under the assigned sub-domain.
14. Starting January 2004, the sub-domain names registration has a
cost for the applying entity. Current cost table may be found in prices.
15.
It is possible to register last names, first names and proper names, following
all of the current policies. These names will be done under subdomain "com.sv".
16. A request may be subject to discussion if it does not comply with
some of the aspects here mentioned. However, a request may not be rejected or
denied, without a written explanation aproved by SVNet, pointing out
the reasons for such an answer. These reasons may not be based on discrimination
of any kind.
17. SVNet maintains a public data base of the records of assigned
IP addresses and/or sub-domain names. This database is available and accesible
at the site Universidad Centroamericana
José Simeón Cañas.
18. The information used by SVNet will be taken from the original
request for registry purposes. Any change to this original request must be requested
in written form and must be signed.
19. Further changes may be
requested via fax or electronic mail to SVNet Secretariat.
20. Payment of sub-domain names is ruled by the following policies:
a) Minimum payment is for one year. It is also possible to pay in advance 2, 3, 4 or 5 years, with the application of an established discount.
b) Once a sub-domain name is operative, and its payment has been completed, under no circumstance the money will be returned, even if the deletion of the sub-domain is requested. However, if the administrative contact requests it, the sub-domain name may be still deleted.
c) Once the period covered by the payment has finished, and even though the sub-domain name may be deleted, the administrative contact will have a grace period of a month to renew it before considering it available. Nevertheless, payment will be valid form the time of expiration of the previous payment, and not from the date when the payment is actually done.
d) No third party payments will be received for sub-domain names that are in the grace period before the end of such period, and the sub-domain name becomes available. At this point, the interested party will fill the corresponding form and follow the standar procedure for a new registration.
21. SVNet keeps on revising these policies constantly, so it
reserves the right to make changes at any time, without prior notification to
the applying entities or the contact persons of the assigned IP addresses and/or
sub-domain names.
22. Any case or situation not included explicitly in these policies, will be resolved by SVNet, trying to observe common practice and conventions followed by other domain registries in the rest of Latin America and the world. These resolutions will be definitive, and may become policy, if considered appropriate.
